Counterparties at this tier hold the highest level of access, including participation in treaty-anchored capital programmes, direct engagement with the Eternal Assembly, and priority allocation in institutional offerings. Onboarding requires sovereign-level KYC, treaty acknowledgment, and multi-signatory approval from the Office of Institutional Relations.

Tier II Qualified

Legacy Family Offices & Institutional Allocators

Multi-generational family offices, pension funds, endowments, foundations, and institutional allocators of the highest fiduciary order. Access includes participation in private placement opportunities, institutional briefings, and curated capital programmes. Qualification requires demonstrable long-term investment history, minimum capital thresholds, and successful completion of the institution's due diligence and reference verification process.

Tier III Invite

Executive Principals

Senior executives, advisory council members, and strategic partners extended access on a personal basis. This tier is reserved for individuals whose expertise, network, or fiduciary responsibilities align with the institution's mandate. Access is non-transferable, subject to annual review, and governed by individual confidentiality and conflict-of-interest undertakings. All Executive Principals are sponsored by a sitting member of the Board of Governors.
